The organization’s primary objective is to promote safe chemical management within the marketplace.
This is achieved by leveraging scientifically validated knowledge of the adverse effects of chemicals, as well as by employing the most current methodologies for their substitution and safe handling.
ALHem’s principal activities include:
- Advocating for public authorities to adopt and implement policies and regulations in alignment with EU standards, grounded in robust scientific data and advanced technical expertise, thereby contributing to an environment in Serbia free from toxic chemicals.
- Supporting citizens in safeguarding themselves against hazardous chemicals and products by promoting informed purchasing decisions and proper usage practices.
- Educating and influencing industry stakeholders and suppliers to introduce safer chemicals (both substances and mixtures) and consumer goods to the market.
- Facilitating the harmonization and implementation of European Union environmental policies, regulations, and standards through collaborative efforts with Coalition 27 network members.

ALHem advocates for the business sector in Serbia to pursue safer chemical alternatives, recognizing both the positive impact on public health and the potential benefits for companies, including increased profitability and enhanced access to markets with growing demand for safer solutions.
The state authority responsible for chemical management should:
- Promote the adoption of safer alternatives.
- Conduct thorough inspection oversight.
- Enforce regulations effectively.
- Update regulations promptly in accordance with developments in the European Union and transparently publish all amendments and supplements online.
- Ensure that the Integrated Chemicals Registry is publicly accessible via its website, including comprehensive data such as hazardous substance classifications, entities placing substances of concern on the Serbian market, and their respective uses.
Other governmental bodies responsible for spaces frequented by children must account for the chemical content of products used in kindergartens, establish standards for children’s playrooms regarding equipment composition, and evaluate the presence of substances of concern in all environments where children are present.
Consumer associations and other non-governmental organizations
